US Proposes Three-Part Ukraine Diplomatic Framework Including Energy Ceasefire and Trilateral Talks

The diplomatic framework presented to Kyiv this week expands a single, narrow demand—a halt to strikes on energy infrastructure—into a three-part structure that represents the most concrete American negotiating position in 31 months of war. Ukrainian President Volodymyr Zelenskyy confirmed on September 24 that the US proposal includes an energy ceasefire, the restoration of a Black Sea grain corridor, and direct trilateral talks involving Washington, Kyiv, and Moscow.[1][3][7]

The expansion follows intense pressure from the Trump administration at the United Nations General Assembly, where US officials initially focused on halting mutual attacks on power grids and oil refineries.
