Wright defended the pact at its signing, stating, "Rest assured, these agreements uphold the highest standards of nuclear safety and nonproliferation while relying on the world's best nuclear technology and scientists, designed right here in the United States." Yet the framework omits the requirement for Saudi Arabia to sign the International Atomic Energy Agency’s (IAEA) Additional Protocol, relying instead on a bespoke U.S.-Saudi bilateral monitoring system.[2][4]

If Washington refused to concede the enrichment question, Riyadh had alternative suppliers waiting. Saudi Arabia's Nuclear Holding Company has actively solicited bids for 2.8 gigawatts of nuclear capacity, drawing intense interest from China National Nuclear Corporation (CNNC), Russia's Rosatom, and South Korea's KEPCO.
