This mandate aggressively ramps up, jumping to 60 percent by 2028 and hitting 100 percent by 2030. By physically separating outdoor water use from indoor consumption, these smart meters provide crystal-clear data. Every drop applied to a landscape will be tracked, allowing agencies to enforce property-specific water budgets and financially penalize inefficiency.[1][2]

Running parallel to the water budget framework is Assembly Bill 1572, a landmark piece of legislation that explicitly targets "non-functional turf." Signed into law in 2023, AB 1572 prohibits the use of potable drinking water to irrigate grass that serves purely decorative purposes. This includes the narrow strips of grass along sidewalks, parking lot islands, street medians, and the expansive, unused lawns fronting commercial office buildings. The state has determined that treating water to drinking standards only to spray it on grass nobody walks on is a luxury California can no longer afford.[4][5]

The ban on potable water irrigation does not apply to "functional" turf—areas actively used for recreation or community gatherings, such as sports fields, parks, cemeteries, and school playgrounds.
