IAEA Warns Zaporizhzhia Nuclear Plant Faces Blackout Within Days Due to Low Diesel Fuel

The Russian-occupied Zaporizhzhia Nuclear Power Plant has been relying on emergency diesel generators for over two weeks after losing its last external power line. The IAEA warns that without restored power or new fuel deliveries, the facility could face a complete station blackout within days.

Why this matters

A complete station blackout at Europe's largest nuclear facility would disable the cooling systems required to prevent a meltdown of the spent fuel pools and reactors. Even in cold shutdown, the loss of backup power threatens a radiological emergency that would affect both Ukraine and neighboring European states.

When the Fukushima Daiichi facility lost external power in 2011, the resulting station blackout triggered a catastrophic meltdown within hours because its reactors were actively generating heat. The Russian-occupied Zaporizhzhia Nuclear Power Plant is now facing a similar total loss of off-site electricity, but with a critical structural difference: its six reactors have been in cold shutdown since April 2024. This operational state extends the window to prevent a radiological disaster from hours to roughly ten days, buying engineers a narrow margin to restore power.[3]

The facility, which remains Europe's largest nuclear station, lost connection to its last remaining 330-kilovolt Ferosplavna-1 power line on August 20 following military activity north of the Dnipro River. Since then, the plant has relied entirely on emergency diesel generators to run the pumps that cool the reactors and the spent fuel pools. The International Atomic Energy Agency (IAEA) reported that the site has only a 10-day supply of diesel fuel remaining, as military activity has prevented routine off-site deliveries since March 2024.[1][2]

The dire situation has forced the plant's operators to cut the number of running generators to just two in order to stretch the remaining fuel reserves as far as possible. Ukraine's state nuclear operator, Energoatom, warned that running the emergency systems continuously under load for weeks at a time drastically increases the risk of mechanical failure. If the backup generators fail or run out of fuel before external power is restored, the facility will enter a complete station blackout, severing control over the safety systems.[1][3]

This marks the 27th time the plant has suffered a complete loss of external power since Russian forces seized the facility in March 2022. Before the invasion, Zaporizhzhia drew on a robust network of four 750-kilovolt lines and six 330-kilovolt lines to maintain its redundant safety systems. Today, only the Ferosplavna-1 line remains operational, and it has been severed repeatedly by drone strikes and artillery fire in the surrounding area, leaving the plant entirely dependent on a single, highly vulnerable connection.[2][3]

"The availability of diesel fuel is of paramount importance whenever a nuclear power plant loses off-site power," said IAEA Director General Rafael Mariano Grossi, who has maintained a monitoring team at the site since the early months of the occupation. "The current situation once again shows why reliable external power and secure supply routes are indispensable for nuclear safety and security." Grossi noted that the plant's operators have been forced to rely on these emergency measures far longer than the systems were designed to operate independently.

To resolve the immediate crisis, the IAEA has brokered a localized ceasefire to allow Ukrainian technicians to safely access and repair the damaged Ferosplavna-1 line. The repair work, which began on September 5 following extensive demining operations in the area, is expected to take several days to complete. However, the operational environment remains highly volatile, with agency inspectors reporting explosions and drone activity near the plant on a daily basis, complicating the logistics of both the repairs and the ongoing monitoring efforts.[1]

The prolonged reliance on diesel generators highlights the extreme fragility of the plant's current safety margins. While the cold shutdown state significantly reduces the decay heat generated by the reactors, the spent fuel pools still require continuous water circulation to prevent the fuel rods from overheating and eventually releasing radiation into the environment. The IAEA has requested detailed temperature data from the plant's operators to closely monitor the thermal state of the pools as the diesel reserves steadily dwindle.[1]

The logistical challenges of resupplying the plant further compound the crisis, as the facility sits directly on the front line of the conflict. The IAEA observed the transfer of several dozen tonnes of diesel fuel from nearby off-site locations to the plant in late August, but regular supply chains remain severed by the ongoing artillery exchanges. Grossi emphasized that no nuclear facility should have to reduce the operation of essential cooling systems simply to conserve fuel, calling the situation fundamentally unsustainable.[1]

The immediate priority for both the IAEA and the plant's operators is completing the repairs to the Ferosplavna-1 line before the diesel generators run dry. If the localized ceasefire holds and the technicians succeed, the plant will regain its single lifeline to the Ukrainian electrical grid. If the repairs fail or the line is struck again, the facility will exhaust its final safety buffer, leaving the critical cooling systems entirely dependent on whatever diesel fuel can be smuggled through an active war zone.[1][3]
