Intel Develops Scaled-Back Panther Lake Chip to Create Budget Gaming Handheld Tier
Intel is reportedly preparing a lower-cost Panther Lake processor with four graphics cores to bring the price of Windows gaming handhelds below the $1,000 premium tier.

The portable PC gaming market is currently caught in a tug-of-war between power and price. When Valve launched the Steam Deck, it proved that handheld PC gaming could be affordable. But as manufacturers like ASUS, MSI, and Acer rushed into the space, the hardware arms race quickly pushed prices into laptop territory. Intel’s recent entry into the market with its high-performance Arc G3 Extreme processor only accelerated that trend, powering premium devices like the MSI Claw 8 EX AI+ that command luxury price tags well over $1,000. Now, Intel appears ready to resolve that tension by introducing a scaled-back chip designed specifically to bring handheld prices back down to earth.[3][4]
According to hardware leaker Jaykihn, whose track record on Intel specifications is highly regarded, the company is preparing a new Panther Lake processor configuration aimed squarely at the budget handheld tier. The leaked specifications reveal a "4+0+4+4" layout. In practical terms, that translates to four Performance cores, zero standard Efficient cores, four Low-Power Efficient cores, and just four Xe3 graphics cores.[1][2][5]
That is a massive reduction in raw silicon compared to Intel's current flagship handheld offerings. The premium Arc G3 Extreme boasts 14 CPU cores and a massive 12-core Xe3 GPU, while the standard Arc G3 retains the 14-core CPU alongside a 10-core GPU. By slashing the graphics resources by more than half, Intel is clearly signaling a pivot toward a different kind of gamer—one who wants to play indie titles, older releases, and less demanding games on the go without emptying their wallet.[1][3][5]
Interestingly, Intel isn't building this budget chip from scratch. The exact 4+0+4+4 configuration is already shipping in the company's Panther Lake U laptop processors, specifically the Core Ultra 7 355 and Core Ultra 5 325 found in thin-and-light machines like the Dell XPS 14. Repurposing an existing laptop die for the handheld market allows Intel to save on research and development costs, savings that can theoretically be passed down to manufacturers and, ultimately, consumers.[1][2]
Interestingly, Intel isn't building this budget chip from scratch.
Because the laptop version of this chip is already in the wild, early benchmarks offer a clear preview of its gaming capabilities. In single-core CPU workloads, the Panther Lake U configuration actually edges out the AMD Ryzen Z1 Extreme—the chip powering the popular ROG Ally X—by about 10 percent. However, it falls roughly 25 percent behind the AMD silicon in multi-core performance. On the graphics front, the four Xe3 cores trail the Ally X's Radeon 780M by roughly 19 percent, but they still comfortably outperform the custom APU inside the Steam Deck OLED by about 34 percent.[2]
For hardware manufacturers, this scaled-back processor could be the key to unlocking a sub-$800 price tier for Intel-powered handhelds. While the Arc G3 Extreme delivers undeniable muscle, its cost has made devices like the Acer Predator Atlas 8 more of a luxury gadget than an impulse buy. A cheaper Panther Lake alternative gives OEMs the flexibility to build more accessible hardware without abandoning Intel's latest architecture.[2][3][4]
However, a cheaper processor does not automatically guarantee a cheap console. The handheld market is currently grappling with rising costs for memory and storage, which remain significant bottlenecks in the manufacturing process. Even if Intel aggressively prices the new Panther Lake chip, manufacturers will still have to secure expensive RAM to feed the integrated graphics.[3][5]
If Intel can successfully navigate those supply chain realities, this new tier could fundamentally reshape the handheld landscape. AMD has enjoyed a near-monopoly in the portable space for years, and while Intel's high-end Arc G3 chips proved they could compete on performance, this new budget offering proves they are ready to compete on price. For players who have been priced out of the recent wave of premium Windows handhelds, Intel's downmarket pivot is exactly the kind of hardware news the industry needs.[2][3][4]
