Belgium has officially granted the European Union's first permit for fully autonomous Level 4 testing at highway speeds on public roads, marking a significant milestone in the continent's mobility landscape.[1]

The authorization was awarded to Aidoptation BV, a Belgian autonomous vehicle technology company and commercial spin-off of the Indy Autonomous Challenge. The permit allows the company to conduct tests across 100 kilometers of the E313 and E314 highways in the province of Limburg.[1]

This development represents a critical shift in European autonomous driving. While low-speed urban robotaxis and driver-assistance systems have proliferated, high-speed highway testing has remained a strict regulatory red line until now.[2]

The distinction between Level 2 and Level 4 autonomy is the core of this milestone. Level 2 systems, such as Tesla's Full Self-Driving (Supervised), require constant human oversight, and the human driver remains legally liable for the vehicle's actions at all times.[1]

At 120 km/h, the 1.5-second human reaction time allows a vehicle to travel more than 50 meters before braking begins.

Level 4, by contrast, is defined by the Society of Automotive Engineers (SAE) as a system capable of performing all driving tasks and monitoring the environment without any human intervention, provided it remains within its specific Operational Design Domain (ODD).[1]

Aidoptation's testing will utilize the Maserati GranTurismo Folgore electric vehicle platform. These vehicles have been heavily modified with a sensor suite comprising LiDAR, radar, and cameras, integrated with advanced robotics hardware to enable high-speed autonomy.[1]

A unique aspect of Aidoptation's "EdgeDrive" platform is its deterministic architecture. The company emphasizes that no artificial intelligence is involved in the core driving decision-making process, ensuring that driving results are fully traceable and auditable for regulators and insurers.

By deploying autonomous systems capable of near-instantaneous reaction times, developers aim to mitigate high-speed crashes. While less frequent than urban fender-benders, highway collisions disproportionately result in fatalities, severe injuries, and major infrastructure damage.[1]

Securing this permit required navigating a complex and fragmented European regulatory landscape. Unlike the United States, where state-level authorizations often drive rapid deployment, the EU relies on a patchwork of overarching directives and national laws.[2][3]

The legal basis for the Belgian permit stems from a 2018 Royal Decree. This legislation allows the Federal Minister of Mobility to grant specific exemptions from standard traffic codes to facilitate the testing of automated vehicles.

This flexibility contrasts with approaches in other European nations. Germany, for instance, passed a comprehensive Autonomous Driving Act allowing Level 4 operations, but strictly in pre-approved, often urban, operating areas. France has enabled Level 4 testing primarily in limited, controlled environments.[2][3]

To satisfy the Federal Public Service Mobility (FOD) and the Flemish Agency for Roads and Traffic (AWV), Aidoptation spent a year conducting extensive closed-course testing. This included validation at the Ford Lommel Proving Grounds, the DronePort runway, and the Circuit of Spa-Francorchamps.[1]

The public highway testing will follow a phased protocol. Crucially, while the system operates at Level 4 capacity, a human safety driver will remain in the vehicle to supervise and take control if necessary during this initial validation phase.[1]

The project is underwritten by Ethias, a major Belgian insurer. This insurance backing is a prerequisite for public road testing and signals growing institutional confidence in the risk profile of advanced autonomous systems.[1]

Belgium is increasingly positioning itself as a sandbox for autonomous logistics and mobility. In late 2025, the country approved the first Level 4 autonomous freight truck, operated by Swedish firm Einride, within the complex Port of Antwerp-Bruges.

The broader European framework is also evolving to accommodate these advancements. In early 2026, the United Nations Economic Commission for Europe (UNECE) published a draft of international regulations for Level 4 Automated Driving Systems, aiming to harmonize in-vehicle requirements across member states.

As Aidoptation gathers real-world data from the E313 and E314 highways, the results will likely inform these emerging UNECE standards and influence how quickly other EU nations open their high-speed corridors to autonomous validation.[1]
