Comparing R-454B and R-32 HVAC Refrigerants: How the EPA's R-410A Ban Alters System Costs, Flammability, and Efficiency

With the EPA's ban on new R-410A residential HVAC systems now in effect, homeowners must choose between two mildly flammable, lower-emissions alternatives: R-454B and R-32.

Homeowners replacing a central air conditioner or heat pump today can no longer purchase a system running on R-410A, the chemical that cooled nearly every US home built since 2010. As of January 1, 2025, the Environmental Protection Agency's AIM Act prohibited the manufacture and import of new residential split-system equipment using the legacy refrigerant. The mandate forces the HVAC industry to adopt alternatives with a Global Warming Potential (GWP) below 700, effectively ending the reign of R-410A and its GWP of 2,088.[2][4]

The transition leaves buyers choosing between two primary replacements: R-454B and R-32. Both chemicals meet the new federal climate standards, but they possess different chemical structures, operating pressures, and service requirements. Because refrigerants are not interchangeable, the choice of chemical dictates the specific hardware installed on the concrete pad outside the home. A system engineered for R-32 cannot be recharged with R-454B, and neither can be poured into an aging R-410A unit.[1][5]

The most significant shift for consumers is the safety classification of the new chemicals. Both R-454B and R-32 are classified by ASHRAE as A2L, meaning they are mildly flammable. Unlike the non-flammable R-410A, A2L refrigerants can ignite if a specific concentration pools in a stagnant environment and meets a high-energy ignition source, such as an open flame or an electrical arc exceeding 1,472 degrees Fahrenheit.[1][4]

Both R-32 and R-454B fall below the EPA's 700-GWP threshold, drastically reducing their climate impact compared to legacy R-410A.

To mitigate that risk, manufacturers completely redesigned the equipment. Modern A2L systems feature built-in refrigerant leak sensors. If a leak is detected, the system automatically shuts down the compressor and runs the indoor blower fan to disperse the gas before it can reach a flammable concentration. This mandatory safety hardware increases the baseline cost of new installations but ensures the mildly flammable chemicals remain safe for residential use.[2]

R-454B, marketed by Carrier under the trade name Puron Advance, has emerged as the dominant choice for traditional ducted systems. "Carrier distributors and dealers will lead the industry with our R-454B compatible units available for early training and installation," said Nick Arch, Vice President and General Manager of Residential HVAC Solutions at Carrier. It is a blended refrigerant composed of 68.9% R-32 and 31.1% R-1234yf. The primary advantage of R-454B is its exceptionally low climate impact, boasting a GWP of just 466—a 77.6% reduction from the legacy standard.[3][5]

However, R-454B's blended nature introduces a complication known as fractionation. If a system develops a leak, the two constituent chemicals can escape at different rates. Technicians cannot simply top off a severely depleted R-454B system; they must often recover the remaining mixture and recharge the unit with a completely fresh batch to ensure the correct chemical ratio is maintained.[1][4]

R-32, conversely, is a single-component hydrofluorocarbon. With a GWP of 675, it sits closer to the EPA's regulatory ceiling but still represents a 67.6% reduction in climate impact compared to R-410A. Because it is not a blend, R-32 does not suffer from fractionation. Technicians can top off a leaking system in either liquid or gas form without altering the chemical composition, simplifying long-term maintenance.[1][5]

The AIM Act mandates a gradual 85% reduction in HFC production by 2036, forcing the industry to abandon high-GWP chemicals.

R-32 already enjoys massive global adoption, serving as the standard refrigerant in ductless mini-split systems across Europe and Asia for years. It offers slightly higher cooling capacity and energy efficiency potential than R-454B, though it operates at higher discharge temperatures. This requires manufacturers to design purpose-built compressors capable of handling the thermal load, which delayed its adoption among some US-based brands heavily invested in legacy architectures.[1][4]

For homeowners with existing R-410A systems, the 2025 manufacturing cutoff does not mandate an immediate replacement. The EPA regulations govern what manufacturers can build, not what consumers can operate. Existing R-410A units remain entirely legal to run, service, and repair. Production of R-410A refrigerant will continue until 2034 to support the massive installed base, though prices are expected to rise steadily as the supply dwindles.[2]

Ultimately, the choice between R-454B and R-32 is rarely made a la carte; it is dictated by the brand of equipment the local contractor installs. Carrier, Johnson Controls, and Trane have heavily backed R-454B for their ducted lines, while Daikin and Goodman have championed R-32. Buyers must weigh the lower climate impact of the blend against the simpler serviceability of the single-component alternative, knowing that both represent a permanent departure from the systems of the past.[3][5]
