When a theater logistics commander allocates strategic airlift or sealift capacity, they do not move generic cargo; they prioritize across ten rigid categories known as the Classes of Supply. These ten Roman numerals dictate every sustainment decision from the Defense Logistics Agency down to a forward operating base, determining whether a unit receives artillery shells, aviation fuel, or replacement engine turbines. The framework forces planners to quantify exactly what a force needs to survive and fight, translating operational concepts into tonnage and cubic feet.

The system is codified in the Department of Defense Dictionary of Military and Associated Terms, which standardizes the taxonomy across the Army, Navy, Air Force, and Marine Corps. Without this common language, a joint task force could not synchronize the movement of materiel from national depots to the tactical edge. The ten classes cover everything from bottled water to main battle tanks, ensuring that no requirement is overlooked during the planning phases of a campaign.[1]

Class I encompasses subsistence—food, water, and combat rations. While seemingly basic, the sheer volume required to keep tens of thousands of personnel fed makes Class I a massive driver of transportation requirements. Field Manual 4-0, Sustainment Operations, emphasizes that Class I must flow continuously; unlike ammunition, troops consume rations at a predictable, steady rate regardless of whether they are engaged in active combat or holding a defensive posture.[2]

Class II covers clothing, individual equipment, tentage, organizational tool sets, and administrative supplies. These are the foundational items that allow a unit to function and protect its personnel from the elements. While rarely the deciding factor in a major engagement, a shortage of cold-weather gear or specialized protective equipment can rapidly degrade a unit's combat effectiveness before a shot is fired.

Class III is petroleum, oils, and lubricants—the lifeblood of mechanized and aviation forces. The U.S. military is the largest institutional consumer of petroleum in the world, and moving bulk fuel requires specialized tanker trucks, pipelines, and ships. A modern armored division consumes hundreds of thousands of gallons of fuel per day, making Class III nodes prime targets for adversary interdiction.

Class IV consists of construction and barrier materials. This includes lumber, sandbags, concertina wire, and concrete used to build forward operating bases and defensive fighting positions. The Marine Corps' MCTP 3-40H manual notes that Class IV requirements surge during the initial establishment of a lodgment and during transitions to defensive operations, requiring heavy lift capacity that competes directly with combat vehicles.[3]

Class V is ammunition of all types, from 5.56mm rifle rounds to precision-guided cruise missiles and artillery shells. Unlike rations, Class V consumption is highly volatile, spiking dramatically during offensive operations and dropping during lulls. Managing Class V requires specialized explosive ordnance handling, secure storage, and precise forecasting to ensure that forward magazines are not depleted during a sustained firefight.

Class VI covers personal demand items—non-military sales items such as hygiene products, snacks, and morale-boosting goods. While not strictly necessary for kinetic operations, Class VI plays a vital role in maintaining the psychological well-being of deployed personnel over long deployments.

Class VII comprises major end items. These are the fully assembled combat systems: tanks, fighter aircraft, tactical vehicles, and missile launchers. Class VII items are typically tracked by serial number and require strategic lift—such as C-17 aircraft or roll-on/roll-off ships—to deploy into a theater. Replacing a destroyed Class VII item is a strategic decision, not a routine supply transaction.

Class VIII is medical materiel, including pharmaceuticals, blood products, and surgical supplies. The logistics of Class VIII are uniquely demanding because many items require strict temperature control and have short shelf lives. A failure in the Class VIII supply chain directly translates to increased mortality rates at forward medical facilities.

Class IX consists of repair parts and components required to keep equipment operational. In modern warfare, Class IX has become the most complex and contested category. As weapon systems become more sophisticated, the number of proprietary, high-tech components required to maintain them has exploded, creating severe bottlenecks in the sustainment pipeline.

The friction surrounding Class IX is currently driving major policy fights within the Pentagon. On September 18, 2026, Breaking Defense reported that the U.S. military is aggressively pursuing authorizations to fix its own systems without relying exclusively on contractor support. "The US military wants authorization to repair its systems without contractor support, which at the moment is easier said than done," the outlet noted, highlighting how proprietary software and locked hardware prevent forward-deployed troops from swapping out critical Class IX parts.[5]

This dependency on contractor logistics for Class IX parts creates massive financial and operational liabilities. Defense News reported on the same day that the U.S. Air Force is currently facing a $14 billion supply hole, driven largely by sustainment and maintenance shortfalls. "As the force grapples with supply chain and maintenance issues, sustainment funding to fill the $14 billion gap is becoming increasingly necessary," service officials stated.[4]

Class X, the final category, covers materiel for non-military programs, such as agricultural and economic development supplies used in stability operations or civil-military engagements. While rarely used in high-intensity conflict, Class X is critical for counterinsurgency and nation-building efforts, allowing military forces to support local populations and rebuild infrastructure.

The Defense Logistics Agency serves as the central nervous system for this vast taxonomy. The agency employs approximately 25,000 personnel and manages over 5 million distinct line items globally. When a Marine Expeditionary Unit requests a shipment of Class IX turbine blades or Class III aviation fuel, the requisition routes through enterprise systems that match the demand signal against global inventory levels.[6]

However, the evidence regarding the resilience of this system in a contested environment remains thin. While doctrinal manuals like FM 4-0 and MCTP 3-40H provide a pristine theoretical framework for how the ten classes should flow, they rely heavily on the assumption of uncontested supply lines. In a peer conflict, adversaries will actively target the strategic sealift and aerial ports of debarkation required to move heavy classes like III, IV, and VII.[2][3]

The integration of commercial data and military tracking is viewed as a partial solution to these vulnerabilities. By fusing commercial supply chain visibility with military logistics networks, planners hope to reroute critical Class V and Class IX shipments dynamically when primary nodes are destroyed. Yet, the sheer physics of moving thousands of tons of materiel cannot be entirely solved by software.

A maneuver element can only advance as far as its Class III fuel allows, and it can only fight as long as its Class V ammunition lasts. The current push to secure right-to-repair authorities and plug billion-dollar sustainment gaps reflects a growing recognition that the next major conflict will be decided not just by the operators of Class VII major end items, but by the logisticians managing the other nine classes that keep them in the fight.
