The tension between the laboratory and the street cuts to the core of how we view our neighbors and our cities. If the crowd is inherently apathetic, public life is a risk. If the crowd is protective, public life is a safety net. The resolution to this debate requires tracing a 60-year arc from a tragic night in Queens to the server rooms of modern behavioral science. The story of the bystander effect begins in the early hours of March 13, 1964, in the Kew Gardens neighborhood of Queens, New York. Catherine "Kitty" Genovese, a 28-year-old bar manager, was stabbed to death outside her apartment. Two weeks later, The New York Times published a devastating claim: 38 respectable, law-abiding citizens had watched the attack for more than half an hour and done nothing.[4]

The narrative of the 38 witnesses shocked the American conscience. It seemed to confirm the worst fears about urban alienation and the coldness of modern city living. Social psychologists John Darley and Bibb Latané read the extensive press coverage and suspected something deeper than mere apathy was at play.
