This revelation stems from the 2025 Global Multidimensional Poverty Index (MPI), a massive data architecture constructed by the United Nations Development Programme (UNDP) and the Oxford Poverty and Human Development Initiative (OPHI). When the data is mapped geographically, two massive hotspots emerge: Sub-Saharan Africa and South Asia. Together, these regions account for the vast majority of the overlapping burdens. In South Asia, the convergence is nearly absolute. A staggering 99.1 percent of the region's multidimensionally poor population is exposed to at least one climate hazard, and 91.6 percent face two or more.[1]

When segmenting the populations by national income brackets, lower-middle-income countries bear a significantly heavier environmental burden than low-income countries. While the dataset is groundbreaking, it is vital to acknowledge where the evidence remains thin. The MPI climate overlay relies on subnational regional averages, which can smooth out hyper-local realities. A region might be flagged for extreme heat and flooding, but the data cannot yet pinpoint whether the specific households lacking clean water are the exact same households whose homes are inundated, or if they live on higher ground a few miles away.[3]
Furthermore, the current data provides a static snapshot rather than a dynamic timeline of causality. It confirms that poverty and climate hazards coexist in the same geographic spaces, but it cannot definitively measure how much of the acute poverty was directly caused by the climate shock versus pre-existing systemic inequalities.[3]
What the data does model with high confidence, however, is the trajectory of future risk. Projections integrated into the report indicate that the countries currently burdened with the highest levels of multidimensional poverty are precisely the ones expected to experience the steepest increases in extreme heat days by the end of the century.
