EU Mandates User-Replaceable Batteries in All New Smartphones and Tablets by 2027

For over a decade, the smartphone industry has moved aggressively toward sealed, glass-and-metal slabs. Batteries are glued into place, requiring heat guns, chemical solvents, and specialized technicians to remove. This design choice prioritized slim form factors and water resistance, but it also created a hard expiration date for millions of devices. When the battery inevitably degrades, consumers often replace the entire phone rather than navigate an expensive or intimidating repair process.
That era is coming to an abrupt end in Europe. Under the European Union's sweeping Battery Regulation and the accompanying Ecodesign requirements, nearly all portable electronics sold in the EU must feature user-replaceable batteries by February 2027.[1][2]
The mandate is explicit: consumers must be able to remove and replace the battery using only "commercially available tools," such as a standard screwdriver. If a specialized proprietary tool is required, the manufacturer must provide it in the box free of charge. The use of thermal adhesives or chemical solvents to secure the battery is strictly prohibited.[1]
This is not merely a suggestion; it is a hard market-access requirement. Any smartphone, tablet, or cordless device placed on the EU market after the 2027 deadline must comply. Because the global supply chain is highly integrated, manufacturers are unlikely to design separate physical chassis exclusively for Europe, meaning this regional law will effectively dictate global consumer electronics design.[3]
Device makers have long argued that sealed batteries are not a malicious tactic for planned obsolescence, but a necessary engineering compromise. Gluing the battery allows for thinner devices, maximizes internal space for larger battery capacities, and is crucial for achieving the IP67 or IP68 water and dust resistance ratings that modern consumers expect.

The EU regulations do offer a narrow exemption, but the bar is exceptionally high. A manufacturer can bypass the user-replaceable mandate if they can prove their device is highly water-resistant (IP67) and features a battery with extraordinary longevity. Specifically, the battery must retain at least 83 percent of its capacity after 500 full charge cycles, and at least 80 percent after 1,000 cycles.[1]
Currently, most flagship smartphone batteries degrade to 80 percent capacity after roughly 500 to 800 cycles. Hitting the 1,000-cycle threshold requires significant advancements in battery chemistry and software-level power management. Some manufacturers may choose to invest heavily in battery longevity to keep their sealed designs, rather than re-engineering their hardware for removable backs.[1][5]
For consumers, the mandate fundamentally alters the economics of device ownership. Currently, an out-of-warranty battery replacement at an authorized service center typically costs around €100. By forcing manufacturers to sell standalone replacement batteries at a reasonable price for at least five years after a device is discontinued, the EU is effectively eliminating the service labor premium.[1][5]
If a user can purchase an original equipment manufacturer battery for a fraction of the service cost and install it at their kitchen table in five minutes, the friction of repair vanishes. This simple change is projected to extend the average smartphone replacement cycle from three years to five years, as battery degradation is the primary driver of premature device upgrades.[5]
The user-replaceable mandate is just one pillar of a much larger EU strategy to secure raw materials and reduce electronic waste. The overarching Battery Regulation also introduces strict targets for material recovery, requiring recyclers to recover 50 percent of lithium and 90 percent of cobalt, copper, and nickel from waste batteries by the end of 2027.[2][3]
Furthermore, larger industrial and electric vehicle batteries will require a "Digital Battery Passport"—a QR-code-linked digital record detailing the battery's carbon footprint, chemical composition, and recycled material content. While smartphones are currently exempt from the passport requirement, the entire battery supply chain is being forced into unprecedented transparency.[2][4]
As the February 2027 deadline approaches, the consumer electronics industry is in a quiet frenzy of redesign. We are already seeing early signs of compliance, with some manufacturers experimenting with "debond-on-demand" adhesives that release their grip when a small electrical current is applied, bridging the gap between a secure seal and easy removal.[5]
Ultimately, the EU mandate represents a massive victory for the right to repair movement. It forces a return to the fundamental principle that if you buy a device, you should be able to maintain it. While the smartphones of 2027 may be slightly thicker or heavier than today's models, they will be designed to last—putting power, quite literally, back into the hands of the consumer.[5]
