On September 6, 2026, the 100-meter gas carrier Shenghang Yongle navigated the East China Sea from Qinzhou to Caojing, executing a standard transit that marked a structural shift in maritime logistics. The voyage served as the operational debut of the world's first ship-to-ship liquid ammonia bunkering vessel.[1][2]

Operated by Jiangsu Andefu Energy Development, the 5,500-cubic-meter ship underwent a technical conversion from a conventional semi-refrigerated and semi-pressurized liquefied gas carrier into a dual-purpose refueling asset. Swedish ship designer FKAB Marine Design and cargo-handling supplier Gloryholder provided the engineering documentation required to retrofit the vessel's cryogenic systems for fuel delivery.[1][3]

Following the refit, the Shenghang Yongle received the industry's first ammonia bunkering class certificate from the China Classification Society (CCS). The certification moves ammonia refueling from the realm of conceptual approval into a physical, classed asset operating on the water.[1][2]

Ship-to-ship bunkering allows vessels to refuel at sea or in port without docking at a dedicated terminal.

"Its conversion into an ammonia bunker vessel shows how robust naval architecture, adaptable cargo systems and carefully developed conversion documentation can help turn the marine energy transition into operational reality," stated FKAB Marine Design following the certification.[3][4]

The development bridges a specific infrastructure gap that has bottlenecked the adoption of zero-carbon shipping fuels. While green ammonia burns without emitting carbon dioxide, producing the fuel onshore does not automatically create a marine market; the industry requires specialized bunker vessels to transfer the toxic, cryogenic liquid into the tanks of oceangoing cargo ships.[2][4]

By retrofitting an existing gas carrier rather than waiting for a purpose-built hull, the project establishes a faster pathway to scale bunkering capacity. The global fleet already contains numerous small and medium-sized LPG and ammonia carriers equipped with the baseline cargo-handling infrastructure necessary for such conversions.[2][3]

Retrofitting existing gas carriers requires extensive modifications to cryogenic cargo handling systems.

This logistical node directly supports the downstream deployment of ammonia-powered fleets. Belgian cleantech company CMB.TECH, an investor in the Chinese supply chain, is scheduled to take delivery of 11 ammonia-fueled vessels in 2026, including ten 210,000-deadweight-ton Newcastlemax bulkers and a 1,400-TEU container ship.[2]

To supply those vessels, CMB.TECH is backing the Songyuan project, which aims to produce 158,000 tonnes of renewable ammonia annually. The Shenghang Yongle functions as the final link in that chain, designed to move the fuel from 49,000-cubic-meter onshore storage tanks in Nanjing and Panjin directly to the receiving ships.[2]

While the vessel is now fully classed for ship-to-ship transfers, it must still complete safety drills, system commissioning, and its first commercial vessel-to-vessel bunkering operation. Once those procedures are finalized, the converted carrier will provide a functional template for ports attempting to build out the physical networks required by the International Maritime Organization's decarbonization mandates.[1][2]
