The Evidence on Corequisite Remediation: Why Short-Term Pass Rates Don't Translate to Long-Term Graduation

Students entering community college with low placement scores no longer spend their first semester paying tuition for non-credit remedial math and English classes. Across more than twenty states, public systems have replaced the traditional prerequisite sequence with corequisite remediation, placing underprepared learners directly into credit-bearing gateway courses alongside mandatory support labs. The structural shift immediately increases the number of students passing introductory requirements by up to 20 percentage points. However, a growing body of longitudinal data reveals that this early momentum frequently stalls, leaving long-term graduation rates largely unchanged.[1]

The traditional prerequisite model operated as a severe bottleneck that consumed students' financial aid without advancing them toward a degree. Students placed into developmental education had to pass one or more non-credit courses before attempting college-level work. Complete College America reported in 2016 that under this system, attrition was so high that only a fraction of students ever reached a gateway course, prompting a nationwide push to dismantle the prerequisite sequence.

Corequisite remediation removes that barrier by compressing the timeline. A student enrolls in College Algebra or English Composition 101 on day one, supplemented by an aligned tutoring session or companion lab. By 2023, more than 77% of community colleges had adopted some form of corequisite instruction, driven by legislative mandates like Texas's 2017 House Bill 2223 and system-wide overhauls by the Tennessee Board of Regents.

The short-term evidence supporting the switch is overwhelmingly strong. A September 2025 analysis of Tennessee community colleges by MIT researchers found that students placed into corequisite remediation were up to 20.4 percentage points—or 77%—more likely to pass gateway math within one year compared to similar peers in prerequisite tracks.[1]

In English, the gains are similarly robust. A multisite randomized controlled trial in Texas, evaluated by the social policy research organization MDRC in 2022, showed that students assigned to corequisite English were 18 percentage points more likely to complete a college-level class within two years. Yet, the long-term evidence on degree completion remains weak. The same MIT analysis of Tennessee data found that the corequisite reform had null effects on the total number of college-level credits earned or the likelihood of transferring to a four-year university by the end of the third year. In fact, students requiring remediation under the new model were slightly more likely to drop out of the public college system entirely.[1]

Similarly, the Texas study evaluated by MDRC found no evidence that students randomly assigned to corequisite English were more likely to persist in college for one or two academic years. The intervention successfully pushes students over the first hurdle, but it does not supply the sustained academic or financial support required to carry them to graduation.

Recent research also complicates the math success narrative. A June 2026 study by the Brookings Institution analyzed a dataset of nearly 43,000 first-year students in Kentucky between 2019 and 2024. The researchers found modest gains in English and quantitative reasoning, but no improvement for college algebra.

As Brookings researchers Zeyu Xu and Benjamin Backes observe regarding the shift away from traditional remediation, "we know what is harmful, but we have not figured out what is genuinely effective." The data indicates that prerequisite sequences actively damage student progression, making their removal a net positive, but corequisite labs alone are not a comprehensive cure for academic underpreparation.

The divergence between short-term course completion and long-term graduation forces institutions to reevaluate their support structures. Corequisite models solve a structural placement problem, ensuring students do not waste financial aid on non-credit courses. By removing the prerequisite trap, colleges have successfully stopped penalizing students for their initial placement scores.[2]

To bridge the gap between passing a gateway class and earning a diploma, colleges are now pairing corequisite placement with comprehensive advising, emergency financial grants, and sustained tutoring in second-year courses. The data indicates that while corequisite models successfully clear the initial placement hurdle, maintaining that momentum requires institutional support that extends well beyond a student's first semester.[2]
