The utility's stated long-term objective is to scale the facility to operate on 100 percent hydrogen as the technology and supply chain mature. Green hydrogen is produced by splitting water molecules using renewable electricity, such as solar or wind power, meaning the fuel itself does not emit carbon dioxide when combusted.[2][4]

The project's substantial price tag recently faced a significant complication when the federal government withdrew $1.2 billion in funding from California's clean hydrogen hub, known as ARCHES. LADWP had anticipated receiving a $100 million subaward from that federal pool, which would have helped shield local ratepayers from a portion of the retrofit's upfront costs.[3][4]
