China's 15th Five-Year Plan Mandates 3,500 GW Renewable Capacity and Binding Grid-Stability Targets by 2030

The sheer velocity of China's renewable energy buildout has created a structural tension: how to integrate terawatts of intermittent wind and solar without destabilizing the world's largest power grid. For years, the rapid deployment of solar panels and wind turbines outpaced the grid's ability to absorb them, leading to curtailment and a reliance on coal for baseline stability.
That tension is directly addressed in the newly released 15th Five-Year Plan for Renewable Energy Development (2026–2030). Issued jointly by the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA), the policy shifts Beijing's strategy from raw capacity expansion to "reliable substitution." It mandates that renewable sources not only grow to unprecedented scales but also function as dependable, grid-firming assets.[1][3]
The primary claim of the 15th Five-Year Plan is a staggering capacity target: 3,500 gigawatts (3.5 terawatts) of total installed renewable energy by 2030. Of this, wind and solar will account for more than 2,800 GW, representing over 50% of China's total installed power capacity. This effectively doubles the previous 2030 target of 1,200 GW, which the country achieved six years ahead of schedule.[2][3][4][5]
Capacity, however, does not equal generation. The evidence pack provided by the NDRC projects that this infrastructure will generate 6,000 terawatt-hours (TWh) of electricity annually by the end of the decade. Wind and solar alone are expected to produce 4,000 TWh, supplying 30% of the nation's total electricity demand. This marks a definitive pivot toward establishing renewables as the primary power sources in the national grid, rather than supplementary additions.[3][4][5][7]

To solve the intermittency problem, the plan introduces strict binding targets for grid reliability. It requires the addition of over 300 GW of "reliable peak-shaving capacity" from renewable sources. Wind and solar installations, backed by utility-scale storage, must now be capable of supplying 8% of their installed capacity during general peak demand periods, and over 20% during the critical summer and winter evening spikes.[1][4][5]
The geographic distribution of this buildout relies heavily on China's interior. The policy mandates the construction of at least 370 GW of new wind and solar across seven massive desert and wasteland bases, including Xinjiang, the Hexi Corridor, and the Yellow River Bend. These remote generation hubs will be paired with pumped-storage hydropower—targeted to reach 160 GW by 2030—and ultra-high-voltage transmission lines to deliver power to the coastal mega-cities.[2][3][4]
Beyond the power grid, the plan sets aggressive targets for the direct industrial consumption of green energy. The government aims to increase the non-electricity use of renewables—such as green hydrogen production, renewable thermal heating, and industrial raw materials—by 1.5 times compared to 2025 levels. This equates to 150 million tonnes of standard coal equivalent (tce), expanding the decarbonization effort into hard-to-abate sectors.[3][4][5]
While the renewable targets are explicit, the evidence regarding absolute emissions remains complex. The 15th Five-Year Plan anchors a "dual control of carbon" mechanism but lacks an absolute cap on fossil fuel consumption. Independent analysis indicates that achieving the required economic growth could still see fossil fuel consumption increase by 8% to 10% through 2030, even as non-fossil energy scales rapidly. The ultimate climate benefit depends on whether the 1.8 billion tce of total renewable consumption successfully displaces existing coal generation or merely serves new demand.[2][6]
