To manage the new rulebook, the Australian government is establishing two distinct federal authorities. The Department of Climate Change, Energy, the Environment and Water (DCCEEW) will host a new Technical Requirements Office (TRO) responsible for writing and maintaining the code. Meanwhile, a separate Consumer Energy National Technical Regulator (CENTR), operating within the Clean Energy Regulator, will enforce market compliance and manage product conformance.[4]

To keep pace with hardware innovation without destabilizing the market, the federal energy minister will approve updates to the Technical Code on a strict 24-month cycle.
