Linux Foundation Launches x402 Foundation to Standardize AI Agent Payments

The internet was built for humans to browse, click, and buy. But as artificial intelligence agents increasingly navigate the web to perform complex tasks, they hit a hard wall: they cannot easily pay for the data and services they consume.[2][6]
To solve this architectural gap, the Linux Foundation has officially launched the x402 Foundation, a new open-governance body dedicated to standardizing internet-native payments for automated systems. Backed by 40 major organizations—including Google, Amazon Web Services (AWS), Visa, Mastercard, Stripe, and Coinbase—the initiative aims to make machine-to-machine commerce as seamless as exchanging data packets.[1][4][7]
The foundation will steward the x402 protocol, an open-source standard originally developed by Coinbase. By embedding secure payment capabilities directly into standard web interactions, x402 allows AI agents, applications, and APIs to process financial transactions without human intervention, separate checkout flows, or proprietary billing integrations.[1][2]
The protocol cleverly resurrects a piece of internet history: the HTTP 402 "Payment Required" status code. Created in the 1990s during the early days of the web, the 402 code was reserved for future digital cash systems but sat largely unused for over 30 years.[5][6]
Now, x402 redesigns this dormant code into an automatic payment signal between servers and AI agents. When an AI agent attempts to access a gated resource—such as a paid API, a weather data feed, or a premium news article—the server responds with an HTTP 402 status code, accompanied by machine-readable payment instructions.[3][5]
The AI agent evaluates the cost, executes a micro-payment, and resubmits the original request with a cryptographic payment receipt attached. The server verifies the payment and instantly delivers the requested resource. This entire request-response cycle happens in seconds, entirely in the background.[3][6]
"The whole idea is to give agents access to money and, through that financial independence, improve their set of capabilities to pretty much anything on the internet," explained Lincoln Murr, Coinbase's AI product lead, highlighting that agents are poised to become the primary economic actors of the late 2020s.[7]
Historically, developers monetized APIs and online services through subscriptions, prepaid credits, API keys, or account-based billing systems. These methods require a human to input credit card details, manage passwords, and approve transactions—friction points that break the autonomy of an AI workflow.[2][6]

With x402, an AI agent tasked with planning a complex travel itinerary can autonomously query multiple paid flight databases, book hotel accommodations, and purchase real-time weather forecasts, paying for each API call on the fly.[6]
The protocol supports multiple payment rails, from traditional credit cards to digital stablecoins. However, stablecoins like USD Coin (USDC) are emerging as the preferred medium for these machine-to-machine transactions.[1][4]
Because stablecoins settle on public blockchain networks in seconds and carry transaction costs as low as a fraction of a cent, they make micro-payments viable at scale. An AI agent can pay a fraction of a cent for a single database query without the prohibitive overhead fees associated with traditional credit card processing.[3][8]
Furthermore, because these payments are denominated in fiat-pegged stablecoins, enterprise deployments do not have to contend with the price volatility typically associated with cryptocurrencies.[8]
The transition of the x402 protocol to the Linux Foundation is a strategic move to ensure neutral, open governance. By eliminating vendor lock-in, the foundation provides a collaborative forum where competitors can shape a shared standard that benefits the entire ecosystem.[1][4]
"By bringing together leading companies across finance, technology and more, we're ensuring that the payment layer of the internet remains neutral, highly interoperable and ready to support digital commerce," stated Jim Zemlin, CEO of the Linux Foundation.[1]
Major cloud providers are already integrating the standard into their enterprise offerings. AWS, for example, has detailed how its AgentCore Payments system allows agents to autonomously discover and execute x402 micro-payments with built-in wallet management.[8]
To address security and corporate compliance, these enterprise implementations feature policy-based spending controls. Finance teams can define strict per-agent and per-session spending limits, granting organizations the same oversight over autonomous software spending as they have over human procurement.[8]
As the x402 Foundation seats its governing board and begins coordinating technical working groups, the focus will shift to defining compliance profiles and maintaining open-source software development kits. These tools will lower the barrier to entry, enabling both legacy web services and AI-native platforms to adopt the protocol.[3]
