IBM Study Finds K-12 AI Adoption Outpaces Teacher Training as New Fellowship Launches

On September 2, 2026, IBM released the results of a nationwide Morning Consult survey detailing a stark reality for American education: artificial intelligence has already saturated secondary classrooms, but the adults managing those classrooms are navigating the shift without formal training. The findings frame an environment where students are adopting generative tools faster than districts can write policies to govern them.[1][2]
The data, gathered in July 2026 from 2,048 U.S. adults—including 1,019 K-12 education professionals and 1,029 parents—quantifies the speed of the transition. According to the report, 76% of middle school educators and 73% of high school educators observe AI being used in their classrooms at least weekly. Among high school teachers, 45% say the technology is utilized daily or almost daily. Even in elementary schools, 45% of educators report weekly engagement with AI tools.[1][2][4]
Institutional support trails far behind that daily usage. Only 20% of K-12 educators report having received extensive training on artificial intelligence. When asked to identify the primary barrier to supporting AI literacy, 42% of educators pointed to a lack of professional development. Another 34% cited a shortage of dedicated curriculum and instructional materials, leaving teachers to simultaneously learn the software, monitor its use, and design lessons around it.[1][2][3]
The rapid rollout has also created a communication disconnect with families. The Morning Consult data shows that 77% of parents want a voice in how AI is deployed in their children's classrooms. However, just 20% of parents say they clearly understand the AI guidelines their schools currently have in place. To increase their confidence, 51% of parents requested clearer guidelines and 48% asked for greater transparency regarding daily classroom use.[1][2][4]

Educators and parents also diverge on the long-term role of the technology. While 59% of educators believe AI literacy should be a required or elective component of K-12 education, only 40% of parents agree. In fact, 28% of parents argue that AI does not belong in K-12 education at all at this time, compared to just 12% of educators.[1][3]
Teachers and administrators carry different anxieties about the software's presence. Classroom teachers rank student dependency on AI at 52% and cheating or plagiarism at 47% as their leading concerns. District administrators, who manage budgets and personnel, are more likely than teachers to cite insufficient AI training, at 26% versus 19%, and the financial cost of AI tools, at 22% versus 11%.[1]
Recognizing that the challenge has shifted from software access to district governance, IBM simultaneously announced the launch of the K-12 AI Leaders Fellowship. The professional learning initiative is designed to equip superintendents and education leaders with the frameworks needed to govern AI responsibly, moving beyond basic tool operation into systemic policy design.[1][2]
The inaugural cohort will begin this fall with up to 100 participants from the greater New York area. Through the free IBM SkillsBuild program, leaders will access specialized curricula, expert facilitators, and capstone projects focused on practical implementation. The company plans to expand the cohort model to additional states over the next year, aiming to reach hundreds of administrators.[1][2]
"Many superintendents and school leaders are making decisions today that will shape how an entire generation learns and works with AI," Justina Nixon-Saintil, IBM's Vice President and Chief Impact Officer, said in the release. As the fall semester begins, the mandate for school districts is no longer deciding whether to adopt artificial intelligence, but rather building the human expertise required to direct it.[1][2]
