The Canadian government has awarded Ottawa-based Telesat a $2.3 billion CAD contract to provide secure, high-speed military communications across the Arctic. The agreement, executed through the Defence Investment Agency (DIA), will deliver dedicated Ka-band satellite connectivity to the Canadian Armed Forces starting in 2028.[1]

The contract serves as the foundational phase of the Enhanced Satellite Communications Project–Polar (ESCP-P), a long-planned initiative to modernize Canada's northern defense infrastructure. Under the agreement, Telesat will expand its planned Lightspeed low-Earth orbit constellation by 69 satellites, increasing the total fleet from 156 to 225.[2][5]

The additional spacecraft will be built by MDA Space at its high-volume manufacturing facility in Montreal. This domestic production pipeline is expected to support approximately 2,600 jobs annually and inject $335 million into Canada's GDP each year, aligning with Ottawa's broader strategy to cultivate a sovereign defense industrial base.[1][4]

Telesat currently operates one prototype satellite in orbit for testing, with the first major batch of Lightspeed satellites scheduled for launch next year.
