By 15:34 UTC on October 20, South Korea began withdrawing additional diplomatic staff from its embassy in Kyiv, leaving only essential personnel. The reduction escalates a dispute over Ukraine's public disclosure of a transfer of two North Korean prisoners of war.
By 06:59 UTC on October 10, the diplomatic rupture began when Seoul recalled its ambassador to Ukraine following Kyiv's public announcement regarding captured North Korean soldiers fighting for Russia. Seoul claims the disclosure violated a confidentiality and intelligence-sharing agreement, complicating its security posture regarding Pyongyang and endangering the prisoners' families in North Korea. Ukraine denies the existence of a formal nondisclosure agreement, maintaining that broadcasting the presence of North Korean troops is necessary to secure further Western military aid, and considers the diplomatic issue resolved.
How the story developed
On September 1, Russia integrated 8,500 North Korean military personnel into its rear-echelon operations in the Kursk region. The deployment included 1,000 engineers and 400 specialized drone operators expected to conduct reconnaissance and strikes against Ukrainian targets from Russian territory. The arrangement allowed Moscow to reinforce rear logistics nodes and redeploy its own combat units to frontline offensives.
In exchange for the manpower, North Korea received Russian Pantsir-S1 air defense systems. At the time, intelligence suggested Moscow might request up to 50,000 additional North Korean troops in a potential September meeting.
By September 29, Ukrainian President Volodymyr Zelensky confirmed Russia had launched an additional mobilization drive expanding its recruitment of foreign nationals. The mobilization coincided with a decree from Vladimir Putin adding 15,500 active-duty personnel to the Russian Armed Forces, while Ukrainian intelligence estimated Russia aimed to recruit up to 300,000 troops in 2026 to offset mounting battlefield casualties.
The expanded deployment included 18,000 North Korean troops, with more than 8,000 stationed in Russia and another 10,000 undergoing training. In return for the 18,000 personnel, Russia provided technical assistance to establish Shahed-type attack drone production facilities inside North Korea.
What to watch
- South Korean artillery and air-defense transfers previously under consideration for Kyiv face potential delays due to the diplomatic rift.
- North Korea is seeking the Russian S-400 air defense platform in exchange for its troop deployments.
- Another 10,000 North Korean troops are undergoing training for deployment to Russia.
