US State Department Approves $5 Billion Sale of 10,000 JDAM Guidance Kits to Saudi Arabia

The Defense Security Cooperation Agency notified Congress on Tuesday of a $5 billion foreign military sale to Saudi Arabia, centered on the delivery of 10,000 Joint Direct Attack Munition (JDAM) guidance kits.[1][2]

The proposed package includes 3,000 GBU-31v3 kits, 2,000 GBU-31v1 kits, and 5,000 GBU-38 kits, which are designed to convert unguided free-fall bombs into precision-guided smart munitions.[2]

The State Department announced that "roughly $6.1 billion of military equipment was cleared for potential sales to Saudi Arabia, Oman and Iraq, spanning precision munitions to fighter jet sustainment," placing the Saudi acquisition within a broader regional security authorization.[1]

The approval arrives as the Pentagon seeks to reinforce its primary security partners in the Gulf against an expanding network of Iranian-aligned proxy operations across the Middle East.[3][4]

The Royal Saudi Air Force has maintained a high operational tempo since 2015, heavily depleting its stockpile of precision munitions. The new kits will allow the service to replenish reserves drawn down during operations in Yemen and maintain readiness for potential regional contingencies.[2][5]

Manufactured by Boeing, the JDAM kit attaches a GPS-aided inertial navigation system and aerodynamic tail fins to existing 500-pound and 2,000-pound warheads. This modification reduces the circular error probable to less than 5 meters, minimizing collateral damage compared to unguided drops.[2][6]

The notification initiates a 30-day congressional review period. While the executive branch has authorized the sale, lawmakers retain the statutory authority to block the transfer through a joint resolution of disapproval under the Arms Export Control Act of 1976.[1][6]

Previous munitions sales to Riyadh faced steep legislative resistance in 2019 and 2021 over civilian casualty rates in the Yemen conflict. However, the current geopolitical environment—marked by direct Iranian missile exchanges and disrupted Red Sea shipping lanes—has shifted the calculus in Washington toward prioritizing Gulf deterrence.[3][4]
