The Structural Trap of the Security Dilemma: Why Defensive State Actions Trigger Escalation
When a nation builds its capabilities purely to protect itself, rival states often perceive those same actions as an offensive threat. This structural paradox forces both sides into an escalatory spiral neither intended, driving conflicts in domains from border defenses to cybersecurity and global trade.

State A looks at its borders and sees vulnerability, so it builds a $5 billion radar network and stations 10,000 troops purely to ensure it cannot be invaded. State B looks across the 500-mile border at that exact same radar network and troop deployment, and sees the preparatory infrastructure for a surprise attack. Both states are correctly analyzing the physical capabilities in front of them, and both states are acting entirely rationally based on their own internal intentions. Yet because State A cannot prove its intentions are purely defensive, and State B cannot afford to assume they are, State B responds by building its own strike capabilities.[1][7]
This is the security dilemma, a structural trap first identified by international relations scholar John Herz in 1950 and formalized by Robert Jervis in 1978. It describes a tragic condition of the international system where, as Herz originally defined it, states "striving to attain security from such attack, are driven to acquire more and more power in order to escape the impact of the power of others." Across the 45-year span of the Cold War, this mechanism drove an arms race that peaked at over 70,000 nuclear warheads globally, despite neither superpower actively desiring a civilization-ending conflict.[1][2][3]
The dilemma operates independently of malice. In an anarchic global system with zero supreme authority to enforce agreements, states must rely on self-help. When North Korea conducts its 6th nuclear test, Pyongyang views the arsenal as the ultimate defensive deterrent against regime change, citing historical precedents of states that surrendered their weapons. Washington and Seoul, however, cannot view those same weapons as defensive, because the physical capability to deter an attack is identical to the physical capability to launch one.[4]
The severity of this trap depends on 2 variables: whether offensive or defensive postures have the advantage, and whether offensive weapons can be distinguished from defensive ones. In 1978, Jervis used these variables to map 4 distinct theoretical "worlds" of international stability. When defense has the advantage and weapons are clearly distinguishable, the security dilemma is mild. States can build static fortifications that protect their territory without threatening their neighbors.[1]
But when offense has the advantage and weapons are indistinguishable, the system becomes highly unstable. If the best way to defend is to strike first, and the weapons used for defense look exactly like the weapons used for offense, any move by one state forces the other to assume the worst. In this worst-case scenario, a 10 percent increase in one nation's defense budget can trigger a 20 percent reciprocal increase from a rival, creating an escalatory spiral.[1][2][3]
But when offense has the advantage and weapons are indistinguishable, the system becomes highly unstable.
This traditional military framework is now colliding with modern domains where distinguishability is structurally impossible. In 2014, researchers began mapping the security dilemma onto the 5th domain of warfare: cyberspace. The code required to penetrate a rival's network to monitor their capabilities—a defensive intelligence action—is often indistinguishable from the code required to sabotage that network in an offensive attack.[7]
Because cyber operations require exploiting zero-day vulnerabilities before they are patched, the domain inherently favors the offense. A state attempting to secure its own digital infrastructure must often map the adversary's networks, an action the adversary perceives as preparation for a crippling cyberattack. This creates a permanent, high-speed security dilemma operating in milliseconds, where both sides are incentivized to escalate.[7]
The mechanism has also migrated into global trade, creating an "economic security dilemma." As the United States and China deeply integrated their economies, generating over $690 billion in bilateral trade by 2021, both nations recognized that supply chain dependencies create strategic vulnerabilities.[5]
When Washington restricts semiconductor exports to Beijing, it frames the policy as a defensive measure to protect its technological edge and national security. Beijing interprets the exact same export controls as an offensive campaign to choke its economic development and force geopolitical submission. Beijing's retaliatory measures to secure its own supply chains are then viewed by Washington as proof of hostile intent, accelerating a decoupling process neither side originally sought.[5]
Non-state actors and asymmetric warfare further complicate the equation. Over the past 20 years, as states implemented sweeping counter-terrorism measures to defend against internal or transnational threats, neighboring states often viewed the resulting militarization as a shift in the regional balance of power. A domestic security apparatus built to fight insurgents can easily be repurposed to threaten a bordering nation.[6]
The democracy-security dilemma illustrates how domestic governance models become entangled in this trap. In a 2021 analysis of 3 key case studies—Egypt, India, and Turkey—researchers found that when democratic nations promote civil society in allied nations, they view it as building long-term stability. The autocratic leaders of those nations, however, perceive democracy promotion as an offensive threat to their regime survival, prompting them to seek security relationships with rival powers.
Escaping the security dilemma requires states to signal benign intentions through costly, verifiable actions—such as deliberately choosing weapons systems that cannot be used offensively, or submitting to intrusive mutual inspections. But in an era where the primary domains of competition—cyber networks, semiconductor supply chains, and artificial intelligence—are inherently dual-use, the physical ability to distinguish defense from offense is eroding. The question is no longer just how states can prove their defensive intentions, but whether the modern tools of statecraft allow for a 100 percent defensive posture to exist at all.[3][7]
