PVC measures the volume of solid pigment particles compared to the total volume of non-volatile material—specifically the pigment plus the binder, which is the polymer resin that acts as the glue—in a dried paint film. A high PVC means more pigment and less binder, while a low PVC means more binder and less pigment.[1]

The tipping point in paint chemistry is the Critical Pigment Volume Concentration (CPVC). According to the Museum of Fine Arts' CAMEO database, the CPVC "is the point at which there is just enough binder to completely coat the pigment particles" and fill the microscopic voids between them.[4]

For standard architectural paints in 2026, this critical threshold typically occurs between 40% and 50% PVC. Every physical property of the paint—from how it reflects light to how it resists water and friction—changes drastically the moment the formulation crosses this chemical line.[2][3]
