Consequently, a small number of major military powers—nations heavily invested in developing AI warfare capabilities—have successfully stalled efforts to ban LAWS. These states generally prefer voluntary, non-binding guidelines, arguing that premature prohibitions could stifle legitimate defensive technologies and that existing IHL is sufficient to govern new weapons.[2]
Frustrated by the deadlock in Geneva, a massive coalition of states and civil society organizations has actively bypassed the CCW, elevating the issue to the UN General Assembly.
